Do I need council approval to excavate in NSW?

For most residential excavation work (pools, landscaping, driveways), council approval is not required as long as the work is within the scope of exempt development under the NSW State Environmental Planning Policy. However, for significant earthworks, retaining walls over 1m, or work near heritage items, a Development Application (DA) may be required. Check with your local council before starting.
